Sources disagree about this operator. We publish the disagreement rather than choosing between them. The Gaming Board of Tanzania's sports betting register names Whiteball Company Limited at row 15 of its online section, trading as Gwala Bet. The Board's separate register of licensed casino operators, covering both land-based and online casino, does not name it — although the App Store listing is categorised under Casino and one of the developer's own promotional images shows a casino lobby. We report the gap; we cannot explain it.
Verdict
The company Apple names as the seller of this app is named by Tanzania's regulator as a licensed sports betting operator — a regulator confirming a licensee by name, rather than an operator claiming a licence for itself. The gap is on the other side: the listing is categorised under Casino and one of the developer's own images shows a casino lobby, but the same regulator's casino register does not name this company. Add a listing with no maintenance record at all, and a licence number displayed in-app that no public register prints, and the verified part and the unverified part are easy to tell apart — which is the point of this page.

The regulator names the company
The Gaming Board of Tanzania publishes registers of the operators it licenses. In the sports betting register, under the online section, row 15 reads Whiteball Company Limited, trading as Gwala Bet.
That is the company Apple names as this listing’s seller of record. A regulator confirming a licensee by name is a materially better class of evidence than an operator’s own claim about itself. It is also the kind of submitter Apple’s guideline 5.1.1(ix) asks for: a legal entity rather than an individual. But the guideline asks for the entity “that provides the services”, and it is the casino services we could not tie to this entity at all.
One detail worth carrying away: the register spells the trade name as two words, the app as one. That is exactly the kind of difference that makes an operator look absent from a register it is actually in — worth a second search before concluding a brand is unlisted.
Where the paper trail stops
The same Board publishes a separate register of licensed casino operators, covering both land-based and online casino. Whiteball Company Limited is not in it, and neither is Gwala Bet under any spelling we tried.
Meanwhile the store listing is categorised under Casino as well as Sports, and one of the promotional images above — the developer’s own — shows a casino lobby with a game search, a provider filter and third-party titles carrying GoldenRace and Spinmatic branding.
We are not saying anyone is running unlicensed casino games. Registers go stale, store categories are chosen by the developer, and an advertising image is not proof of what runs on your phone. What we can say precisely: one regulator publishes two registers, and this seller appears only in the one that does not cover casino play. If the casino section is why you are installing it, that gap is the question to put to the operator before you deposit.
A licence number nothing can confirm
One of the developer’s images is a full-screen age gate. It asks the user to tick that they are at least 18, gives a 24/7 responsible gambling helpline, states that the service “is regulated by the Tanzania Gaming Board and is only available to users located in Tanzania”, and prints a licence number: SBI000000044. A second image shows the same helpline and the same number in a dismissible “Responsible Gaming” notice, drawn over a loaded sportsbook screen. Both are the developer’s own marketing, arranged by the developer. We have not installed the app, so we cannot say whether the gate is enforced or where it sits in the flow — only that the operator advertises it.
Two things follow, in opposite directions. The geo-restriction the operator claims for itself is consistent with the shape of the listing, and with Apple’s guideline 5.3.4, which requires real-money gaming apps to be geo-restricted to the locations they are licensed for. But the number cannot be checked: the Board’s registers list company and trade names and do not print licence numbers, so there is nothing published to match SBI000000044 against. The company name is in the register. The number is only on the operator’s own screen.
One version, and what that is worth
Nothing has passed through App Review under this listing since it launched, seven months ago, and the publisher has described no change to it in writing.
What that is not evidence of: abandonment, or a broken app. Software that works does not need patching, and an operator can change what a betting app displays from its own servers without filing a store update — so a flat version history tells you nothing about how often the thing on your screen changes. The honest reading is that there is no maintenance record here to judge in either direction, which is itself a difference from listings that have one.
The store rating cannot fill that gap. Six votes carry twenty-eight stars between them, so one further one-star rating would take the average to 4.1, and three would put it at 3.4.
What the download size settles, which is nothing
Only the four 1win listings are smaller than this download, at 1.9 MB each. People will set that beside the “Unrestricted Web Access” advisory and tell you what the app must be. We will not: we have not installed it, and a byte count does not establish how software is built. Both facts are Apple’s; the conclusion would be ours, and unverified.

If this app appears in your App Store, the seller name above is the one the regulator’s sports betting register carries. Check it, and the bundle identifier, against what your store shows before installing.
If it does not appear, it has not been published to your store — and note that the app’s own gate claims to restrict the service by location, so getting hold of the download would not by itself be a way in. What changing your App Store country does and does not do.
